Cao Son commune is located in Da Bac district, Hoa Binh province. It is a mountainous area and home to more than 30 ethnic groups with a population of 854,131 people (National Census, 2019). In Hoa Binh, there are 222 preschools, 84 primary schools, 221 lower secondary schools and 49 higher secondary schools which accommodate approximately 219,271 students. However according to the 2019 National Census, 5.6% of the school-aged population did not attend school. Aide et Action Vietnam (AEA) recognizes that there are a variety of factors that lead to children remaining marginalised:
- Poverty and Nutritional Issues in Hoa Binh Province
- Lack of Access to Safe and Quality Learning and Playing Environments in Cao Son
- Lack of Opportunity for Children to Develop their Voice and Participation
- Increased Violence in Schools and Lack of Awareness of Peace Education
To promote equitable access to education for disadvantaged children through quality learning environment, child-friendly learning and child-centered participation.
The “We Have” Program builds upon the existing work, funded by Taiwan Fund for Children and Families (TFCF) in Cao Son commune and deepens this impact by promoting equitable access to quality education for Cao Son commune’s most disadvantaged children by providing them with
- access to learning and development opportunities to improve their capacities and participation;
- improved quality of physical learning environment at school and ;
- an improved nutritional condition at school and at home.

Direct: 1,021 children including 329 girls from 1 pre-school and 1 primary school in Cao Son commune, and 50 parents and caregivers
Indirect: 60 teachers including 57 women
